1. These Rules regulates the admission of foreign nationals, stateless persons, including the compatriots living abroad (hereinafter - foreign nationals) entering SPbSMA named after I. I. Mechnikov for training on basic educational programs of higher education.
Admission of foreign citizens in the part not regulated by Procedure for admission of foreign citizens in the State-accredited educational institution of higher education (the order of MES RF № 841 from 29.12.2010.) carried out in accordance with the Procedure of receiving of citizens in the State-accredited educational institution of higher education, approved by the Ministry of Education and Science of the Russian Federation dated 21 October 2009. № 442.
2. The Academy develops its own rules and approves the annual Admission of foreign nationals to the extent not inconsistent with legislation of the Russian Federation.
3. Admission of foreign citizens in the academy for training in basic educational programs of higher education shall be in accordance with international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the budget (including the limits of the Russian Federation Government quota), as well as contracts with tuition paid by individuals and (or) legal entities.
4. Admission of foreign citizens in the academy for training at the expense of the budget is carried out:
4.1. Within the quota fixed by the Government of the Russian Federation in accordance with the decision of the Government of the Russian Federation of 25 August 2008. № 638 “On cooperation with foreign countries in the field of education.”
4.2. In accordance with the Agreement on granting equal rights to citizens of the States - Parties to the Treaty on Deepening Integration in the economic and humanitarian fields from March 29, 1996 for admission to educational institutions approved by the Government of the Russian Federation dated 22 June 1999 № 662, the Agreement on cooperation in education, Tashkent, 15 May 1992; With the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in culture, science and education, approved by the Government Decree on February 2, 1994 № 49 and other international agreements of the Russian Federation and intergovernmental agreements of the Russian Federation.
4.3. Based on the evidence of members of the State program to promote voluntary resettlement to the Russian Federation of compatriots living abroad, who have joined the State program to promote voluntary resettlement to the Russian Federation of compatriots living abroad, approved by Presidential Decree of June 22, 2006 № 637.
4.4. In accordance with Federal Law of 24.05.1999, № 99-FL "On State Policy of Russian Federation in respect of compatriots abroad."
5. Admission of foreign nationals referred to in paragraphs 4.2 - 4.4 points for education at the expense of the budget on a competitive basis, unless otherwise stipulated by the legislation of the Russian Federation.
6. Admission of foreign citizens in the academy for training contracts with the tuition paid by individuals and (or) legal entities is carried out within the number of installed licenses for conducting educational activities, the conditions prescribed by the Rules of the annual admission of foreign citizens in the state educational institution of higher education SPbSMA named after I. I. Mechnikov.
7. The Academy publishes the information referred to in paragraphs 20 and 21 of the Procedure for admission to higher educational institutions, at the notice board of admission selection committee of the academy and on the official website of the Academy in Russian and English languages.
8. During the period of receiving the documents the selection committee of Academy daily informs on the number of applications received and admitted, by special telephone lines to answer all questions received in Russian and English languages.
9. Acceptance of documents for the first course is carried out in the following terms:
- To foreign nationals referred to in subparagraph 4.1 of paragraph 4 - in the terms established by the Federal Agency for Education;
- To foreign nationals referred to in paragraphs 4.2 - 4.4, paragraph 4 - in the terms established by paragraph 24 of the Procedure for admission to higher education.
10. Reception of documents for foreign nationals coming to study under contracts with the tuition paid by individuals and (or) legal persons, carried out 01 June to 30 September 2010.
11. Applicants to the first course may apply to the academy and to participate in the contest simultaneously on three areas of training (specialties), group training areas (majors) or faculty on various forms of education, in which a set of educational programs at the academy, as well as simultaneously budget places and places on contracts with payment of tuition fees.
Foreign citizens with evidence of the results of the unified state examination (hereinafter - USE), the right to act on the basis of USE to the academy and apply the same time not more than five educational institutions in three areas of training (specialties), groups of training areas ( majors) or faculty on various forms of education, for which a set of educational programs at the academy, as well as simultaneously in the budget places and places on contracts with payment of tuition fees.
Applicants may submit an application for admission to the first year, as well as the necessary documents through the postal operators of general use (hereinafter - the mail).
Documents sent to applicant by mail, accepted academy when they receive no later than the deadlines set by paragraph 24 of the Procedure for admission to the academy to complete the admission documents.
12. When applying for (in Russian) Admission to the academy foreigner shall submit the following documents:
- original document state standard of education (or a duly certified copy) or original document of a foreign state on education, to recognize the equivalency of the Russian Federation, the document state standard of education (or a duly certified copy), if necessary, with a certificate of establish its equivalence, or the original legalized (if necessary) of a foreign state on education and the annexes thereto (if the latter is provided by the laws of the State, which issued a certificate of education). These documents are presented on education from among those referred to in paragraph 13 of these Regulations admission;
- duly certified translation into Russian of a document of a foreign state on education and the annexes thereto (if the latter is provided by the laws of the State which issued the document on education);
- copy of identity document entering or identity document of a foreign national in the Russian Federation in accordance with Article 10 of the Federal Law of 25 July 2002 № 115-FL "On Legal Status of Foreign Citizens in the Russian Federation";
- copies of documents or other evidence of ownership compatriots living abroad to groups that provided for in Article 4 of the Federal Law of 24.05.1999, № 99-FL;
- copy of entry visa to the Russian Federation, if the foreign national has arrived in the Russian Federation for an entry visa;
- 12 black and white photos on matte paper, size 3x4 cm
All translations into Russian language should be written in the name and last name listed in the entry visa.
13. Foreign citizen joining training programs, should submit documents of government standard (full) general education or secondary vocational education, or a document of a foreign state on education, equivalent to the Russian Federation, the document state sample of secondary (complete) general education or secondary vocational education.
14. Foreign nationals arriving within the limits of the Government Decree of 25 August 2008 № 638 "On cooperation with foreign countries in the field of education, quotas, are also the direction of the Federal Agency for Education.
15. In a statement recording the incoming acquaintance with a license to conduct educational activities, and state accreditation certificate and applications for them in the chosen direction, or specialty training or absence of the certificate and certified personal signature coming.
In the same manner as the signature of incoming recorded as follows:
- Information about the delivery of SUE and its results or on-site delivery of SUE in additional terms of SUE (when the results of SUE);
- Confirmation of application in not more than five high schools (when the results of SUE);
- Acquaintance with the rules of appeal for admission to first year on the results of entrance examinations, additional entrance tests and certification tests;
- Consent to the processing of their personal data in the manner prescribed by the Federal Law of 27 July 2006 № 152-FL "On personal data".
If there are multiple results SUE, duration for which has not expired, the incoming points in the declaration, which results SUE and what general subjects he uses.
In case the incoming data not corresponding to reality, the Academy has the right to return the documents are received.
16. After authorization for personal documents is issued a receipt for the admission of documents.
17. Entrance examinations for foreign nationals referred to in paragraphs 4.2 - 4.4, paragraph 4, establishes:
- medical faculty: Russian language, chemistry (profiling), biology;
-medico-prophylactic faculty: Russian language, chemistry (profiling), biology;
- faculty of Higher Nursing Education: Russian language, biology (profiling), Chemistry.
Entrance examinations are held in the form of a written application forms for the test methods and materials of the Federal Test Center of the Ministry of Education of the Russian Federation.
18. Entrance exams for foreign nationals referred to in paragraph 6, set for incoming:
on the Russian-speaking branch:
- medical faculty: Russian language, chemistry (profiling), biology;
- preventive medical faculty: Russian language, chemistry (profiling), biology;
- faculty of Higher Nursing Education: Russian language, biology (profiling), chemistry.
on the English-speaking branch:
- medical Faculty: English, chemistry (profiling), and biology.
19. If the foreign nationals referred to in paragraphs 4.2 - 4.4, paragraph 4 and paragraph 6, the results of SUE on general subjects included in the list of academy entrance examinations to the appropriate area of training or profession, the academy takes into account the results of the USE as a result of entrance tests on such general subjects .
20. Foreign nationals who are eligible for admission to training at the expense of the budget and have been winners of the final phase of the All-Russian Olympiad students are accepted without entrance examinations in the state and municipal educational institutions of higher professional education in areas of training (specialties), the corresponding profile of the All-Russian Olympiad .
The results of the winners of the final phase of the All-Russian Olympiad recognized state and municipal educational institutions as the best results of entrance examinations (100 points) on these general subjects for admission to the direction of training (specialty) that do not match profile of the Olympiads.
Foreign nationals - winners of Olympiads are accepted into the academy in the manner approved by the Ministry of Education and Science of the Russian Federation of 22 October 2007. № 285 with subsequent amendments.
21. Foreign nationals referred to in subparagraph 4.1 of paragraph 4, shall be taken to the academy without entrance test for the directions of the Federal Agency for Education.
22. Admission of foreign nationals referred to in subparagraphs 4.2 - 4.4, paragraph 4, to the field, funded by the appropriate budget, conducted in the manner and within the time specified procedure for admission to higher education.
23. Admission of foreign nationals entering under the directions of the Federal Agency on Education, held in the time limit set by the Federal Agency on Education.
24. Admission of foreign citizens for training under contracts with the tuition paid by individuals and (or) legal persons is carried out in the terms established by the Academy.
25. Prior to the admission tests, all foreign citizens arriving in the territory of the Russian Federation must take the migration registration in the district department of Federal Migration Service, St. Petersburg, in accordance with Federal Law № 115-FL of 22.07.2002 "On Legal Status of Foreign Citizens and Federal Law № 109-FL of 18.07.2006g. "On Migration Registration of Foreign Citizens and Stateless Persons in the Russian Federation".
All foreign nationals who enter the territory of the Russian Federation with a visa invitation of the academy, on arrival (except weekends and holidays) should report in International Relations office of Academy (32 Pavilion, 1 st floor, 12 office) with the following documents:
- passport with a stamp of border checkpoint of RF. Validity of passport should be at least 1.5 years from the date of entry;
- visa indicating the purpose of arrival (education);
- duel filled migration card with indicating the purpose of arrival(education) with the stamp of border checkpoint of RF;
- travel documents (air tickets, railway and bus tickets);
- 3 black and white photos on matte paper, size 3x4 cm
All foreign nationals who enter the territory of the Russian Federation without a visa including citizens of Belarus, also must report to the Department of International Relations of Academy (32 Pavilion, 1 st floor, 12 office) and submit:
- passport with a stamp on the border checkpoint RF. Validity of passport should be at least 1.5 years from the date of entry;
- duel filled migration card with indicating the purpose of arrival(education) with the stamp of border checkpoint of RF;
- travel documents (air tickets, railway and bus tickets);
- 3 black and white photos on matte paper, size 3x4 cm
Applicants who do not provide information about the registration in the Migration Service, are not allowed to the entrance tests.
These admission rules have been approved by the Academic Council decision on 29.03.2010 (minutes № 08/10).
